Mr. Low Tien Sio has extensive experience and expertise in transportation planning and project management of major development projects. Mr. Koh Beng Soon has vast experience handling contractual matters, programming and claims. Over the years, he had advised clients on project turnaround and delay mitigation strategies, including projects in Malaysia and Vietnam. He had also served as Expert Witness on building, hydroelectric, waterworks and manufacturing plant projects in Singapore, Nepal and Middle East, and supported other projects in Kazakhstan and Taiwan. He is a BCA accredited trainer, and regularly gives lectures on Time and Cost Management in National University of Singapore, Singapore Contractors Association and Society of Construction Law.
His Background:
- When he was an Associate Director with Trett Consulting, he provided litigation and arbitration support in planning and programming advice to clients involved in various types of projects – building, process plant, hydroelectric and Floating Storage and Offloading vessel (FPSO).
- Was with the Land Transport Authority (LTA) from 1997 to 2007, and specialised in strategic planning, forensic delay analysis and contractual claims. He was also a member of a steering committee that advised on the principles and methodologies of extension of time claim assessment.

Mr. Foo Charn Lim specialises in claims management in particular delay claims. He has extensive design and site knowledge, thus able to appreciate and identify delay due to changes, site issues etc. in relation to contract provisions for MRT, building, road, process plant, marine and piping projects. He is also well versed in the strategic and program planning of construction projects. Experienced in dispute resolutions and has acted as Expert Witness for dispute cases in Singapore High Court. He is a legal advisor to the Singapore Contractors Association Limited (SCAL).

- Was previously a Senior Consultant with Trett Consulting and provided claims management support to contractors for various types of projects – building, integrated resort, MRT power plant etc.
- Was with the Land Transport Authority (LTA) from 1998 to 2008, starting off as a site based Planner. During his secondment as Cost Control Manager, he was involved in dispute resolution with contractors for various MRT projects. Mr. Dedy Suryadinata has 17 years’ experience in engineering, design, contract administration, claim preparation and arbitration support. His core expertise is in claims management and assessment. He is well-versed in issues relating to unforeseen ground conditions due to his years of experience working on underground and tunnelling projects.
His Background:
- He has worked for several civil engineering contractors, and was responsible for contractual and claim matters, as well as dispute resolution including negotiation, adjudication and arbitration.
- His project involvements in several MRT Downtown Line and Circle Line projects include tender bid submissions, design, and project executions.
